Sewer Line Repair & Replacement Filings in NYC
NYC Water Main Services coordinates the DEP permits, DOT street opening permits, drawings and licensed master plumber paperwork behind a private sewer line repair or replacement.
Who Is Responsible for a Sewer Line Repair in NYC?
A sewer line replacement in New York City starts with one fact: the property owner owns the sewer service line. DEP states that property owners own and are responsible for maintaining and repairing the sewer service line that connects the property to the City's sewer main in the street.
DEP looks after the City's sewer mains. When DEP traces a problem to the City sewer, DEP starts the repair. When it traces the problem to the private line, the owner receives a Sewer Repair Order or Notice to Repair, and the sewer line repair becomes the owner's job to arrange and pay for.
That job is regulated. Only a Licensed Master Plumber can file the DEP sewer permit, work that opens the street needs a DOT permit, and DEP inspects the work on an existing sewer line. NYC Water Main Services coordinates those filings, drawings and records so the owner is not working through DEP and DOT alone.
Sewer Line Replacement Permits, Deadlines and Rules
What homeowners call a main sewer line replacement is, in DEP terms, a repair or relay of the sewer house connection. The rules below come from DEP, DOT and the Department of Buildings:
- Sewer Repair Order, non-emergency: NYC rules allow 30 days to hire a Licensed Master Plumber to fix the damage
- Sewer Repair Order, emergency: NYC rules require the owner to hire a Licensed Master Plumber immediately
- If repairs are not made in time, DEP can shut off water service and charge a $1,000 shut off fee
- Repairing or relaying an existing sewer house connection needs a DEP Repair/Relay permit, filed by a Licensed Master Plumber
- DEP sewer service permits are filed online through PARIS, DEP's Permit and Review Information System
- Preexisting sewer lines are inspected by DEP, and the plumber schedules the inspection
- A new connection to the sewer needs DEP sewer certification first: a House Connection Proposal or Site Connection Proposal prepared by a New York State licensed Professional Engineer or Registered Architect
- Excavation in the street needs a DOT Street Opening Permit, which DOT notes is generally requested by contractors including Licensed Master Plumbers
- Streets resurfaced or reconstructed in the last five years are protected from street openings, except for emergency work
Cost depends on the depth and length of the line, the street and sidewalk restoration, and the permits involved. DEP puts the average cost of a sewer line break repair in New York City at $10,000 to $15,000.

How We Coordinate a Sewer Line Repair Filing
Review the order and the line
We review the DEP Sewer Repair Order or the plumber's findings, the deadline, the property records and the scope of work.
Confirm the permit path
We confirm whether the job is a repair or relay of the existing connection, a new connection that needs sewer certification, or work that needs a DOT Street Opening Permit.
Coordinate drawings and filings
Where drawings are needed, a licensed PE or RA prepares them. The Licensed Master Plumber files the DEP and DOT permits, and we keep the documents together.
Track inspection and closeout
The plumber schedules the DEP inspection. We collect the permits, inspection results and closeout records for the owner's file.

Why Is This Service Important?
A Sewer Repair Order carries a short clock. If the repair is not made in time, DEP can shut off water service and charge a $1,000 shut off fee on top of the repair itself.
The paperwork matters as much as the pipe. The Licensed Master Plumber needs the right DEP and DOT permits before the street is opened, and DEP inspects the work on preexisting sewer lines. Skipping a step can leave the agency matter open after the pipe is fixed.
According to DEP, repairs may be covered by the property's insurance policy or by the DEP and AWR Service Line Protection Program if the owner is already enrolled.
